E-Governance

  • E-governance means using Information and Communication Technology (ICT) in government work.
  • It helps the government work in a better, faster, and more open way.
  • It is not only about using computers.
  • It also changes how the government works with citizens, businesses, and government offices.
Core Principles: SMART Governance

E-governance follows SMART governance:

  • S – Simple: Rules and procedures are made easy to understand and use.
  • M – Moral: Honesty and ethics are added to reduce corruption.
  • A – Accountable: Government officers are responsible for their work.
  • R – Responsive: Services are provided quickly.
  • T – Transparent: Government information is open to the public.

Models of Interaction

E-governance works in four main ways:

1. Government to Citizen (G2C)

  • Government gives services directly to people.
  • Examples: Passport service, tax payment, welfare schemes, DigiLocker, UMANG.

2. Government to Business (G2B)

  • Government helps businesses by making rules and services easy.
  • Examples: Business licenses, MCA21, e-Procurement.

3. Government to Government (G2G)

  • Government departments share information with each other.
  • Examples: e-Office, e-Courts.

4. Government to Employee (G2E)

  • Government manages services for its employees.
  • Examples: Salary, training, service records.

Key Initiatives in India (2026)

E-governance is an important part of Digital India:

  • NeGP 2.0 (e-Kranti):- More than 1,700 government services are available online.
  • BharatNet Phase III:- High-speed internet is provided to all villages.
  • UPI:- A digital payment system for easy money transfer.
  • BHASHINI:- An AI platform that supports 22 Indian languages.

Challenges of E-Governance

E-governance has some problems:

  • Digital Divide: Rural areas have less internet and digital knowledge.
  • Cybersecurity: Risk of hacking and data theft.
  • Infrastructure: Power cuts and slow internet in remote areas.
